What you should know about desktop and hybrid appraisals

What you should know about desktop and hybrid appraisals will take a look at the pros and cons of these types of assignments giving you an opportunity to think about which camp you best belong to. Areas we will cover include:
  • Understand what desktop and hybrid appraisals are and how do they differ?
  • What are the differences in Scope of Work for each and how SOW differs from a traditional full appraisal?
  • Should you be concerned about USPAP requirements relative to desktop and hybrid assignments? What does USPAP specifically require you to do completing these assignments relative to ensuring you do not “… commit a substantial error of omission or commission that significantly affects and appraisal.” 
  • Are the GSEs revised certifications and Statement of Assumptions and Limiting Conditions adequate? Is there additional language you should be adding to desktop and hybrid appraisals to ensure SOW is clear and your reliance on 3rd party information / inspection?
  • What about liability and E&O insurance?
  • How reliable are remote video inspections and measuring tools? As the appraiser, what do you need to do to ensure you can place a reasonable level of reliance on this data, while complying with USPAP?
  • What are the qualifications and standards for third-party inspectors?
  • What is your responsibility for analyzing / reporting locational differences when comparing the locations of the comparable properties you use with the subject property’s location? Do you need locational knowledge to complete a desktop, hybrid assignment?
  • What details of the property will third-party inspectors be required to provide the appraiser?
  • Will they have the training and experience necessary to recognize and discuss any physical, functional, or external obsolescence at the property?
  • Will third-party inspectors, and not the appraiser, be held responsible for the accuracy of the information they provide?
  • How can you best protect yourself as the appraiser completing either a desktop or hybrid / bifurcated appraisal assignment?
