Commercial Appraiser Level I
The City of Woburn seeks qualified candidates for the position of Commercial Appraiser Level l in the Assessing Department. The position will be a member of the Local 25 Teamsters Labor Union.

SUMMARY OF DUTIES:
The Commercial Appraiser Level I union position works under the direction of the Board of Assessors and Chief Appraiser. The position will be directly involved in all processes to value all properties in the City of Woburn for the City’s 5 Year MA DOR certification, interim year certification, MA Appellate Tax Board cases and other related matters; as assigned.
 
  • Knowledge of real and personal property appraisal practices, laws and regulations.
  • Knowledge of mass appraisal valuation systems and Massachusetts certification standards and statutes.
  • Maintaining accurate records of properties by determining ownership, performing field inspections and measurements of properties. Interprets deeds, assessment maps, recorded plans to determine property ownership and development feasibility of real property.
  • Assists and processes taxpayer’s requests relating to real property, personal property, property exemptions and excise tax.
  • Review and complete all in-person, written and / or electronic inquiries from taxpayers relating to commercial, industrial, mixed use and other income related properties.
  • Develops reports from relational databases in support of interdepartmental requests; or public inquiries.
  • Collect property specific data on rental rates, vacancy and expenses. Conduct market cap rate studies for individual property classes. This includes income and expense data, cost data and comparable analysis.
  • Verifies, reviews and qualifies all sales associated with the assigned group of properties. Monitors sales questionnaire system for review during certification.
  • Tracks all new growth related to all commercial, industrial and other income related properties.
  • Works with Assessing staff, CAMA vendor and DOR certification advisor during interim and revaluation process.
  • Assists the Assessing department in the data collection and recommendations to Board of Assessor valuation appeals. Assists the Board of Assessors (BOA) in negotiations on behalf of the BOA with property owners / tax representatives on valuation appeals. Conducts real property valuation reports in defense of assessed values and provides testimony before MA Appellate Tax Board.
  • Maintains good public relations, sound judgment and integrity. Individual must establish a welcoming and unbiased atmosphere with the staff and public. This position handles confidential information.
  • Performs similar or related work as required, directed or situation dictates in the office.
 
HOURS: 32.5 Mon.-Wed. 9:00am-4:30pm, Thurs. 9:00am to 7:00pm and Fri. 9:00am to 1:00pm

Requirements MINIMUM QUALIFICATIONS
Bachelor’s degree and / or comparable amount of experience in municipal assessing, commercial / industrial property appraisal or real estate is preferred; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
 
Candidates should have strong analytical and writing skills, knowledge of real and personal property appraisal, knowledge of MA CAMA valuation systems and MA certification standards and statutes.
 
Valid motor vehicle operator’s license

PREFERRED QUALIFICATIONS:
  • MA Certified General Appraisal License
  • Professional Designation (CAE, MAA)
  • Proven knowledge of software programs such as Microsoft Office and web-based systems in completing assignments.
  • Proven knowledge of mass appraisal theory and techniques
  • Proven knowledge of Vision CAMA software (preferred) and / or other computer assisted mass appraisal system.
  • Knowledge of MUNIS financial software
  • Knowledge of RRC Personal Property Software
  • Knowledge of Mobile Assessor Software
PHYSICAL REQUIREMENTS
  • Duties performed may entail site visits to properties and active construction sites for inspections.
  • The employee is required to stand, walk, sit, speak and hear, stoop, bend and reach. The employee must be able to navigate all areas of the building and perform essential office tasks. The position may require the employee to carry or lift materials up to 50 lbs.
  • Must successfully pass a Criminal Offenders Record Information (CORI) background check and pre—employment physical with drug and alcohol test.
