Principal Assessor
GENERAL PURPOSE
This position is responsible for managing the operations of the assessment for all properties, coordinating property tax abatements, maintaining property databases and providing customer services to individuals. This position is also responsible for managing the Assessor’s Office staff with all projects issued by the Chief Assessor.
ESSENTIAL DUTIES AND RESPONSIBILITIES

- Supervises all Assessor’s Office Staff.
- Participates in assessments of all personal and commercial properties. Views real property and perform field measurements and inspections. Makes recommendations regarding property valuations.
- Manages and maintains inventory of properties requiring inspection due to lack of permit activity.
- Assists the Assessor’s Office staff in processing applications for property tax abatements. Conducts required research, provide recommendations to ensure an abatement decision within the statutory time frame.
- Processes motor vehicle tax abatements.
- Acts as an expert witness at Appellate Tax Board hearings.
- Responsible for the oversight of all assessment projects and deadlines issued by the Chief Assessor.
- Attends Board of Assessor meetings and Classification Hearings with the Chief Assessor.
- May attend public information hearings with the Chief Assessor.
- Responds to and provides assistance to public inquiries and concerns regarding tax assessments and abatements.
- Prepares a variety of forms and reports to submission to internal departments and external agencies.
- Prepares reports, lists, and statistics in accordance with town by-laws and assessing procedures.
- Maintains a variety of office records, charts, maps, files, and assessing laws and regulations.
- Acts as Acting Chief Assessor in the absence of the Chief Assessor.
- Provides effective and efficient customer services and promotes and maintains responsive community relations.
- Works closely with the Treasurer/Collector to provide assistance with tax title proceedings and land of low value auctions.
- Assists the Assistant Assessors with training on the CAMA software and data collection programs.
- Follows safe work practices.

QUALIFICATIONS
Required Education, Training and Experience:
Graduation from an accredited college or university with a Bachelor’s Degree, supplemented by four (4) to six (6) years of experience in valuation practices, assessment administration, property tax law, or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Knowledge of:
- The principles, methods, and techniques of Massachusetts tax laws and applicable state statues.
- The current marketplace in residential, commercial, and industrial real estate and personal property values.
- Building construction practices and building and land values.
- Department policies and procedures and the operation of the Assessment Office.
- Nationally recognized residential, commercial, and personal property valuation procedures.
- Appraisal laws, regulations, techniques, and management skills.
- The use of standard office equipment and relevant software programs.
Ability to:
- Determine the extent of taxability of all types of property.
- Interpret legislation, evaluate studies, and communicate assessment policies to taxpayers or investment groups.
- Multi-task and prioritize work.
- Maintain confidentiality.
- Assign and supervise the work of all assessment staff; motivate employees to work toward common goals.
- Establish and maintain effective working relationships with supervisors, elected officials, coworkers, residents, and members of the general public.

NECESSARY SPECIAL REQUIREMENTS & CREDENTIALS
- Valid Driver’s License
- Must possess a valid Massachusetts Residential Real Estate Appraiser License
- Within two (2) years of employment the employee must have completed:
- DOR Course 101, MAAO Course 200, IAAO Course 101, IAAO Course 102, and IAAO Course 201.
- Within three (3) years of employment the employee must have completed:
- IAAO Course 300, MAAO Course 6, USPAP 15-hour Course, and obtain the Massachusetts Accredited Assessor (MAA) designation or the International Association of Assessing Officers Residential Evaluation Specialist (RES) designation.
- Within four (4) years of employment the employee must have completed:
- IAAO Course 400.

- Some work is performed in an office setting; hand-eye coordination is necessary to operate computers and various pieces of office equipment. Specific vision abilities required by this job include close vision and the ability to adjust focus.

The employee is required to walk long distances, speak with people frequently, explain jurisdictional requirements, bend, squat, kneel and walk-through vegetation or construction sites. The employee is occasionally exposed to unpleasant odors, pets and other animals.
- While performing the duties of this job, the employee is frequently required to sit, walk, stand, talk or hear; use hands and fingers to handle, feel, or operate objects, tools, or controls and reach with hands and arms.
- The employee is occasionally required to balance, stoop, kneel, or bend.
- The employee is occasionally exposed to adverse weather conditions including extreme heat, cold, wetness and humidity.
- The employee must occasionally lift and/or move up to 25 pounds.
